What were they thinking?

Is it just me or does it look like they have dropped the builders porta cabins on the roof of the new student accomodation at Windsor Place? The building below actually looks half decent, but those top two floors! I just can't see what they were thinking when they did that. Why would they do that?

Yeah, it looks just like Shand House, where they put two hideous extra floors on top of a decent looking office building. Is it some sort of ironic architectural homage?
