Apparently not very successful: it has been removed from the plans according to the D&A statement for that planning application.
The cinema they showed only had 2 screens - which suggests they were targetting an operator like "Picturehouse":

But with the Chapter playing something of that role in Cardiff, and the 4 other cinemas in the city - which since the arrival of Premiere are now charging quite a bit less than in most cities - it seems they couldn't make the numbers add up.
Instead, there are now proposals for a roof terrace, behind a sort of 'fake' pitched roof. Not sure why they still have the pretence of an extra floor - I woulda thought views from the roof terrace to the street and church would be nice.
