Yes. In Wales sprinklers have been required by law in all new build and converted residential properties since January 2016. This includes in the words of the legislation "Rooms for residential purposes (other than in a hotel, hospital, prison or short stay leisure hostel)"

You'd especially think students were more vulnerable. I understand that new legislation was in place in Wales and Scotland, but not sure whether student towers are still exempt.
