Plans for 250-bed student accommodation to go before Cardiff

A group of office blocks built in the 1980s could be transformed into a 250-bed student accommodation facility in a £30m redevelopment, if a planning application gets the green light.

The application, submitted by developer PMG McLaren in September, will go before Cardiff council’s planning committee at County Hall on Wednesday.

The site at Fitzalan Court in Adamsdown currently contains four office blocks, arranged around a central courtyard.

The developer has applied for permission to change the existing offices into student accommodation comprising 256 beds in one and two-bed units.

There would be six parking spaces – three for disabled students and three for retail staff, as well as parking for 87 bikes.

Recommendations
Communal facilities would include a common room area in the basement that would have a glazed roof with a lift and stairs to the landscaped garden in the courtyard.

There would also be a gym, cinema, lounge, games area, coffee bar and study areas fronting on to Newport Road.

The report recommends that planning permission should be granted, subject to a number of conditions.

The conditions include installing sound insulation in the floors and ceilings.

A separate application is under consideration by the council for one and two storey rooftop extensions to the existing buildings.

If approved, those would provide an additional 99 student beds.

'New life to the area'
PMG and McLaren Property Group acquired the freehold of the 70,000 sq ft site in June.

According to their website, the redevelopment will cost £30m and will provide “high quality” student accommodation.

They hope the development will “bring new life to the area”.

The planning committee will consider 10 applications at its meeting at County Hall on Wednesday.

Other applications include the conversion of an ice cream parlour to a fish and chip shop on Cowbridge Road East.

There is also an application to built 35 homes on land at the Leckwith Coach Park site.
