I believe they were originally intended to be. But I’m sure I’ve seen a planning application to convert them into dwellings.

All of the ground floor, apart from the section below the tower and the alcohol centre at the rear, are designated retail space under the original planning consent. They can be leased as two big units, on either side of the tower, but the council's preference was for them to be divided. The planning consent for the Charles St/Bridge St corner is complication.

There are probably a number of reasons why this hasn't been rented:
1. Uptake in retail space is in decline, right across the UK.
2. The Rapports did not have a clear stategy on how they would lease this space when the design was being completed.
3. The Rapports were pushing for the Charles St/Bridge St corner to have private residential component added, and early scheme designs have been prepared for that.
