For residential schemes, floor-to-floor heights are typically between 2850mm to 3000mm. So, 28 x 3.0m = 84m. Retail and commerical space can be more like 4500mm. So say another 3m for 2 floors of retail space and add a bit more for some architectural fixtures and roof space and it looks that circa 90m is realistic.
