Businesses in Cardiff have signed up to a Business Improvement District (BID), each paying a contribution and setting their own agenda to help boost the city

leaner streets, more taxi marshals and ambassadors greeting people on the streets – these are just some of the things businesses say they will provide in Cardiff city centre.

Businesses in Cardiff have signed up to a Business Improvement District (BID), each paying a contribution and setting their own agenda to help boost the city.

They will invest £7.5m in the city over the next five years.

The levy will be divided up with £3m spent making Cardiff “more welcoming”, another £4m to make it a “more vibrant city” and the remaining £500,000 to support businesses.

It would have been an opportunity for businesses to work together with the local authorities to further improve the town centre environment in areas like lighting, seating, planting, marketing and other things. Don't get me wrong, Penarth is a wonderful place with a good range of national chains and independent businesses which in recent times have seen an increase, notably on Glebe St and Windsor Rd. Speaking to a few businesses there was a concern that the levy imposed in the BID area would be difficult for some to manage, but others took the view that the BID was an opportunity to work together to improve the public realm of the town centre and to put together ways to jointly market the area for the benefit of traders, customers and visitors, ideas like the use of shopping bags, a joint delivery service and finding ways to solve parking. Of course a BID wouldn’t solve everything, but cooperation is a good way of addressing some problems.

why can't the businesses that supported the BID form a chamber of commerce and do all of the things you suggested? The BID process is once again the state looking to enforce its ideas on how people and businesses should behave. A chamber of commerce is a free association whereby businesses can join or not depending on their own perceived benefits.

One of the opponents of the Penarth BID was going to help set up a Chamber of Commerce, but I've heard nothing on this. My view is that I don't care what an organisation is called. It makes sense to me to see businesses, politicians, customers and individuals working together to create attractive environments for all activities. There was a piece on ITV Wales News last week that told of places in Wales where more than 50% of shops were empty, now thankfully Penarth is not in that position, in actual fact it's rare for shops to remain closed for very long, but I think it's healthy to investigate any way to promote town centre activity as there many pressures on businesses to include things like business rates and car parking to name just two and cooperation in these areas is desirable.

I don't disagree, I just think it is better for businesses to form a free association rather than have the state determine they have no choice but to join. We aren't a soviet socialist republic just yet
