Is it technical? Difficulties with site access, crane location, concerns about railway safety...
Is it commercial? Evidence that the demand for the pricey sort of student accomodation offered in these higher-end blocks is more limited than expected?
Is it a combination of the two? The extra expense in dealing with technical issues makes the building commercially unviable.
