From National Rail website;

During late summer and autumn 2017 Network Rail are undertaking a key part of the Great Western Modernisation by electrifying the railway through tunnels between Bristol Parkway and Swindon. They are also constructing a new platform at Bristol Parkway station to increase capacity. Work will also be taking place in Cardiff, part of Network Rail’s programme to lower the track in the area ahead of installing overhead wires by late 2018.

Rail services between Cardiff and Newport will be cut for two months because of upgrade work.
Between 19 August and 3 September, trains will be reduced with buses replacing trains over the bank holiday.
Then from 23 September to 29 October, a second phase of work to prepare the line for electrification will see services reduced again.
During this period, the Severn Tunnel will also close on weekends for maintenance with trains diverted.

Electric trains are set to start running between Cardiff and London in the autumn.
Network Rail's Andy Thomas said: "We recognise that passengers will face some disruption, and we understand how frustrating this can be but this work is essential in preparing Cardiff for new electric trains."

Could they not have done it when it was closed for 2 months last year?

This is why this project's spending is out of control.

Travelling around japan on the Shinkasen trains and you just realise how backward the uk has now become.

Our trains still dump excrement on our railway lines... you don't need to travel far to see how backwards our network is...
