Eastern Bay Link - Phase 2

Made a new thread for the second phase of the EBL.

We don't know much at this point, however, this cabinet meeting paper was released just under a year ago today (and slipped under my radar!) Source: https://cardiff.moderngov.co.uk/documen ... %20EBL.pdf

What interested me the most is paragraph 18:

"A number of route alignment options will need to be evaluated including:
- Grade separated options that would provide a continuous route
(uninterrupted by junctions);
- At-grade options that would minimise the structures required including
junctions to provide local access; and finally
- Inland and foreshore alignment options."


I'm glad that they're considering (or have already considered!) a grade-separated option, as I don't think this road would be able to cope with the traffic levels if it were completed - it would change Cardiff's traffic pattern completely.

Also interesting is that they're considering foreshore and inland options. An aerial photo shows that an inland option would likely be at-grade (which is basically roundabouts) unless they build it on a viaduct across the whole eastern section of the city, which I hugely doubt.

Another interesting point is paragraph 25; stating that "the delivery of the EBL final phase will be essential to ensure that the impacts of the M4 project are effectively mitigated."

To me, this implies that they aim to have the second phase of the EBL finished before, or shortly after the Newport M4 scheme is finished.

Not much to go by, but I thought you guys might find it as interesting as I did. This road is very important to the future of Cardiff - not to mention that the Bay is pretty inaccessible from the east. Could we see a proposal soon?

I think the grade separated option is likely to be off the table now that they have built phase 1 without splayed carriageways. There is no room to complete the Queensgate flyover (the western ramp already exists) or build one at ocean way. My money is on a widening of the existing Rover Way alignment - maybe take out one of the junctions opposite the steelworks with a roundabout at seawall road

I think they meant grade-separated from Ocean way onwards. Personally, I'd be happy with a grade-separated East and West link with two roundabouts at the centre. However, your point about dualling Rover Way is definitely the most realistic in terms of capital and funding.

If the meeting was from a year ago, they must have already known the details of this roundabout. Are you sure there's not enough room for a flyover? That would show incredibly bad foresight.

That's possible I suppose, though doesn't it say grade desperation for the entire route?

Well if you look at the “ski jump” on the other side of Queensgate, you’ll see that there is nowhere near as much space between the carriageways on the approach of the new road. They have built right up to the Celsa railway tracks, so it will be very difficult to change the layout. It is obvious they have made no preparation for a future upgrade.

There is an argument that, at just over a kilometre, the junctions are actually too closely spaced to be grade separated without causing weaving issues. That would have better solved by having an elevated route that passes to the south of ocean way and has a single junction at Seawall Road allowing local access to the industrial area via Rover Way

I find it highly unlikely that they will build phase 2 to a higher standard than phase 1. Then scene is set for a fairly crappy 40/50 mph urban dual carriageway with closely spaced at-grade junctions like the Newport SDR

The Travellers site is scheduled for required improvements to meet current standards and will be moved. IIRC the new location will be in the same area but on the other side of Rover Way.

The gypsies are a disgrace. The way they treat their animal is appalling. About a month ago I called the RSPCA (along with a dozen others) as a horse was literally missing skin from its leg - had been torn off. Last week, a goat lay dead on the road, having been grazing on the verges fro the last couple of days. If these people disappeared off the face of the earth, I don't think they'd be missed.
