On the main issue - the council is funding this, am I right? Are they expecting to make a profit from it?

I might be wrong but I thought this was part of the City Deal.

There's no city deal money involved. It's likely to be a 50:50 public private partnership with the Welsh Government increasing the council's borrowing powers to enable the council investment.

It could be Media Wales shoddy journalism but I'm left rather confused.

Are they proposing to "incorporate" the Red Dragon Centre (and its existing facilities) or demolish it? Its not actually clear! If they don't demolish Red Dragon Centre (or remodel it significantly, and present a better entrance towards WMC/Mermaid Quay), its going to be hard to make it seem part of an integrated leisure destination (with the WMC and Mermaid Quay).

The Red Dragon Centre surely has to go. For the limited number of things you can actually do in there, it takes up far too much space. Not to mention it’s ugly and breaks up the natural “flow” of the area. It’s very rarely busy anyway. I think it would benefit all parties if the existing tenants were accommodated by a modern, more welcoming complex. Hopefully this is what they mean.

Comparing the artist impressions with the location on Google Maps it looks like the Red Dragon Centre is staying, with a new building wrapped around it - I'm assuming the grey box structure is the existing Red Dragon Centre, although it seems to be pointing at too much of an angle towards the Wales Millennium Centre

The rest of the complex seems to extend down towards the Future Inn hotel.

The article is a little confusing as it states that the County Hall surface car park will be utilised, but the artist impressions seem to contradict that.
There was also mention of asking the owners of the Red Dragon Centre to come on board to help finance the project. I'd guess they wouldn't be up for that if the centre was demolished.

You could be right. It looks the wrong shape to be the existing complex to me though.
