I think a better option for improving rail connectivity in eastern Cardiff than the Pierhead Street to Newport Road metro, would be to run a tram alongside the SWML from Newport Road/Rover Way to Windsor Road, then take the disused freight line under Tyndall Street East and then run along Tyndall Street to Callaghan Square connencting to the new Cardiff Central to Cardiff Bay line.
Apart from the Tyndall Street section (which would need some careful engineering to maintain traffic flow during street running) most of this route follows exiting disused trackbed and so would be easy to build. With stations/tram stops at Callaghan Square, Tyndall Street, Windsor Road, Splott Road, Beresford Road and Newport Road/Rover Way it would provide better sevice to Splott, Adamsdown and Tremorfa than the current Crossrail proposal.
To the west the tram could either turn north along St Mary Street - or south west towards Penarth Road. And in the east could continue to Cardiff Parkway (with an extra stop at Rumney) as Crossrail plans.
There is a current bottleneck at the Herbert Street rail bridge which blocks theTyndall Street line but Cardiff Council plan
to replace this as part of Callaghan Square redevelooment, which would allow tram line to go ahead.
Build it and they will come.
Get it wrong and they will fall off.
