This hasn't been getting much attention anywhere, and it's surprising because it quite clearly includes a proposed charge for the most polluting vehicles within "zone 1" of the city centre.
It also has proposals for a shed load of new cycle highways within the zone 1 area to link up to cycle highway 1-6 (phase 1 of highway 1 is currently under construction with highway 3 phase 1 currently at consultation stage).
