Ashley Govier has announced his plans for the Coal Exchange.

I appreciate the this will go down like a cup of cold sick for many people, but I don't see any realistic alternative. Anything else is going to require significant public money or some deep-pocketed private benefactor.
What I didnt expect was him to announce that he intends to do this without prior planning permission/listed building consent. There are times when it's better to beg forgiveness than ask permission, but this seems like it could put the council/cadw etc in a very awkward position and/or see Mr Govier in court.
