Bath? Cambridge? London? Newcastle? Oxford? All of these cities have continually embraced the river. Bristol has some great new developments around the River Avon and the New Cut. Look at the Finzels Reach development:
http://www.finzelsreach.com/More locally, Newport makes much more of the River Usk and I think it has the edge over Cardiff in this respect.
That said, Cardiff use have a lot prominant developments on the river and canal fronts and I think this is where redevelopments in the last few decades have really failed. Many of the old canals have been covered over or filled in.
