Maybe, or just the architect not wanting to make the tower look smaller than the student resi scheme next door in the images.
Or could it be that there's 23 floors of apartments rather than the tower itself being 23 floors high...and then by the time you add in the bar etc. at the top and ground floor units it's roughly the same height as the student tower?
We'll soon see, if they are planning to start in April planning permission should be available within a month or two I guess.
I'm going to go with the second opinion. This area will be lacking some retail units, there's already over 1000 workers in Capital Quarter 1 and 2. Plenty of students. There's very limited choice for residents in the Atlantic Wharf area at the moment after the demolition of the Wharf pub. Add the resursrant etc and it very well could be the same size.
I would think that the top floor Restuarant wouldn't be exclusive, it doesn't make sense to do that. Cardiff is missing that rooftop bar and this would be a good fit. Perhaps residents would get 20% off food bills? I'm not sure.
I think this would be an excellent change of use for the Hope Street tower, with another rooftop Restuarant / bar up there.
