I read recently that stamp and the landfill levy will be devolved at some point and that Westminster will 'turn off the tap' to be replaced by the Welsh Revenue Authority who will start collecting these taxes. Have you come across any analysis that shows whether Wales will see a net increase or decrease in funds? I would have thought that if Barnett included stamp then such a tax would very very heavily weighted by London and if Wales opts to spend only what it generates, we would se an overall reduction in funding.

Are my thought processes along the right lines?

Also, do you expect to see a transfer of staff from the UK civil service (HMRC) to the Welsh Civil Service (Welsh Revenue Authority) or are we likely to see an increase in public sector staff yet again?
