I assume it'll be running alongside the existing Queen Street to Cardiff Bay line on another new track, but haven't seen any details on a ramp for it to get across Bute Street and up to the level of the existing tracks, or how it'll integrate into the upgraded Cardiff Bay station and new Bute Street Station (if the latter ever opens!).
Presumably as soon as the upgraded stations and duelling of the existing line is finally finished, it'll become a giant construction site once again for the additional platform.
The tram tracks will climb a ramp near the top of Bute Street to join the 2 tracks of the Bay line. The extra track and Butetown station are due to be completed next April, rather later than originally scheduled. Adding the 2nd track involves lots of track work at Queen Street and the station will be closed for 3 weeks to facilitate this.
The 3rd platform at Cardiff Bay will be added in the project, presumably there will still be access to the station from both sides during the construction, but I haven't seen a plan for this.
