Nothing has happened to freedom of speech. Zach is perfectly entitled to his opinions, and we are equally entitled to vociferously disagree with him. That's how freedom of speech works. :roll:

Speaking of litter, I saw a (presumably employed) woman picking up leaves with one of those litter picker things earlier (the kind with the pincers on the end of a stick that mean you don't need to bend over). What a job in the Autumn!

Quite. Linc seems to think that criticism of Zach's opinions are somehow a 'personal attack on an individual' while Zach's attacks on entire classes of people are 'Freedom of Speech'. Go figure.

Getting back to the subject. I don't care eho's doing this. i'm just glad it's being done. To solve the litter problem though we need better collection as well as better enforcement.

Concerns have been raised about Cardiff council hiring an external firm to dish out fines to litter louts in the city.

The city’s cabinet has given its backing to raising the level of fines to £100 and expanding what they can be used for.

The wider powers could be used for dog fouling and control of dogs as well as litter, fly posters and flyers, skips and A-frames.

But there is criticism that a third party company will be used for the 12-month trial.

A report which went to the cabinet says councils “often” delegate work to third parties so their own staff can focus on “more complex processes”.

In Cardiff approval has been given for a 12-month trial for trained, licensed and uniformed enforcement officers to be deployed seven days a week in Cardiff.

The council say they expect to make £50,000 next year.
