Walked and spoke to staff in boots they are moving June 29th across the road for the block to be pulled down

I'm intrigued, does anyone know what that big blue cylinder/tube/submarine/widgery grub/thing! is? It first caught my eye when it appeared in front of Marland house but now it's in 'the big hole' . Anyone know of it's purpose?
