Nice building (although the chances of it turning out like the render if its student accommodation are minimal) - wrong location.
I'm not sure why Cardiff is intent on breaking up the fabric of historic streets. Windsor Place is a lovely row of early Victorian terraces that is then butchered by the intervention of Summit House and others. Likewise Charles Street is Notting Hill-esque until you get to M&S and Next. St Andrews Crescent is really degraded by some awful modern extensions. Cathedral Rd could have been a complete Victorian thoroughfare if it wasn't for the fact its interspersed with incredibly obtrusive modern office blocks. Newport Road is slowly being mullered with it's elegant Victorian villas making way for cookie cutter flats.
Park Place is not perfect and of course Bradley Court is a 1980's building but at least it retains the same scale. This building will completely unbalance that part of town.
It's not as if Cardiff is desperately short of places to build tall either. And it's not as if we are awash with quality period streetscapes in the city centre that we can afford to trash one of the few that are left. In my opinion of course.
