There's government bill on bus services due to be presented to the senedd later this year. The details are sketchy but essentially it will introduce a franchise system for bus services in Wales where the public sector (possibly TFW, possibly the local councils or most likely regional consortia of councils in conjuntion with TfW) invites tenders to provide services.

This is broadly similar to the system used in London where bus services all use TfL / London Transport branding despite being provided by multiple companies. As Msmurf says it would make sense to use the Metro brand in SE Wales and possibly the TfW / Wales & Borders brand elsewhere.

The Metro brand is good for Cardiff region, but TfW Rail name is not clear and confused with TfW government body. Why cant rail services (non-metro) be rebranded as Rail Wales - similar to Scot Rail.

That would be a great idea. Unfortunately the agreement between the UK Government and the Welsh Government that allowed the Welsh Government to award the franchise stipulated that TfW must use the branding "Wales and Borders" for any cross border services.
