Done some digging online and found the following article from Capita who have been chosen to design the link road.

They have a couple of images, the first is on the article, showing the raised section looking towards rover way.

This second image isn't on the article, but I managed to stumble across it. Seems to show the road looking west towards queensgate roundabout. Appears to link to the roundabout with no fly over, as you can see a white rectangle which is the wall from the ramp!

I am mystified why there is nothing else in the public domain, don't they have to submit detailed plans?

Why create a flyover halfway along the route to allow access below, when if you had of put in the proper roundabout flyover this would have created the access in the first place???

I just love the quote from Capita business director, "seamless route" maybe he hasn't seen the full plans either!

It's completely bizarre, how much more cost can a small piece of flyover add to the whole project? Another 2nd rate bit of transport infrastructure for Cardiff.

Equally weird I agree that there have been no plans submitted to Cardiff Council.

While I agree it is short-sighted to not include the flyover at the Queensway junction I don't see how that would have solved the access issues that necessitate the raised section. Traffic needs to move from the steel works site and several other installations to the north of the route to the dock to the south. It seems this needs to be via a route segregated from other traffic - otherwise it could go via alternative routes whether there is a flyover or not. Having a flyover does not remove the need for these direct routes.

I'm not saying they should share the road, have the flyover a bit longer and avoid the new white road going all the way down and then back!

why can't the green road join the blue road so you go around the roundabout to get to the steelworks from the east and access the eastbound carriageway directly from the steelworks using the road that already runs along parallel to the PDR (I don't have Zach's artistic skills so sorry I can't draw what I am on about)

Because the issue is not access from the Steelworks to the Eastern Bay Link, and because clearly they don't want the heavy goods vehicles shuttling back between the docks and industrial sites to use the main road network. I don't know why but that seems to be the case.

I think you are looking in the wrong location. Due to the curve in the road and then the straight i believe this flyover section you are talking about is further along to the east. I am unable to draw it on the picture but you can see a road in the aerial image to the east which crosses over the new road. This exact same feature is also visible in the 2nd image by icecoldblue.
