Without going into detail, if it's not built, it will be down to the developers failing to reach an agreement with the owners of the adjacent land. As I understand, an agreement needs to be made between the two parties before this development can go forward.
That aside, it's fair to say that all involved have their hands full with Bridge St for the next few months, not to mention a similar £100M development in Stratford, London. It's not cancelled and I don't think it will be, but it has gone quiet again. I'd be surprised if the Spring 2017 target is met.
